What is an average price of higher education for foreigner and for local? Is it enough to be married to egyptian, to pay same price as locals do? Or I need smth else?

Hi, I am from Canada, going to study in Cairo in September at the American University. Its 12 000$ US for international students; its a private institution. Govermental schools are much cheaper: 500$ US for int. students. At AUC, if you are married to an Egyptian, its 4 times cheaper.
