The Egyptian Embassy states in its Visa requirements that ALL tourist visitors MUST register with the local police within one week of their arrival. Hotels normally do this. There is an exception, however, those coming from the EU and the United States of America do NOT have to register. It is up to them individually to decide whether to do so or not, it seems.
Canadians MUST register with police within one week.
However, Egyptian owners of rentable flats must register ALL guests irrespective of where they come from.
Privately owned tourist property, if owned on land leased by an Egyptian or owned by the government must register all guests.
