The UN only prosecutes moderately or less economically powerful countries. The UN is essentially a lackey of the undemocratically posted "permanent" members of its Security Council.
To the UN, international law only applies to less well-off nation states. The UN will only punish smaller states for their crimes. Larger military economics are just allowed to do however they see fit.
