We find that around the time Egypt went into decline groups like the Nubians were coming from the east occupying the Sudan and Upper Egypt, while the Indo-European people who made up the backbone of todays Berber speaking people were beginning to occupy much of North Africa and the Delta. As a result, the only lands available for settlement when Egypt went into decline was West-Central-East Africa, not Ethiopia and the Horn.
