I don't see anything wrong with ths quote, it's ironic that the Europeans praying upon African people created these conflicting African habits.

But the reverse could be said that the African, Berber and Arab Moors preyed upon Europe for nearly a thousand years yet no conflicting European habits were a result.

From the Kremlin long ago: President Vladimir Putin sent a message to the African heads of state and government on the occasion of Africa Day
May 25, 2002 00:00 The message said, in part:
“Today the African states are playing an ever more noticeable role in the system of international relations. Following in the mainstream of world trends, processes are unfolding on the continent that will determine the future face of Africa: the emergence of regional integration and peace-keeping mechanisms, the strengthening of democratic institutions and the implementation of economic reforms.
“I am confident that the solution of the key tasks facing Africa – ending armed conflicts, ensuring political and economic stability and eradicating poverty – will contribute to the success of these issues. To achieve such ambitious goals concerted actions of Africans themselves and the whole world community are needed. It is not by chance that the UN, the G8 and other international organisations have been paying particular attention to African problems.

Willie Lynch? This could have been a statement made by a African nationalist. Think of the above and then at the end "We must develop our own African institutions, industry, not put our wealth into foreign banks and develop our own African currency"
Also notice in the supposed quote below it is lacking the plural of "die"

An African nationalist would write something positive and encouraging. Bitching is easy, providing solutions takes deep analysis.

The alleged quote is critical of wealthy Africans investing, buying things,educating their children outside of Africa etc.
The solution is not stated. It would be to work on African development
But reading it again I better noticed that last sentence
" How could a cemetery be developed?"
Yes, that is Willie Lynch-like to imply that it is impossible to develop because Africa is a "cemetery."
Yes this is a distracting hoax and how could anybody say that with Africans with help from the Chinese there developing things (although having their own agenda as well )
But at the same time we should not exaggerate African "development". The economic sector that is developing the most is perhaps tourism
But sometimes in looking at all the destruction of the world's natural environment it seems linked to modernization which is linked to "economic development"
So I don't always see "development" as entirely positive

To each their own.
For me development means a nation has food clothes and housing within reach of poverty line and above incomed individuals and can assist others through social services.
Technological development is exampled space programs, auto design manufacture and deliverability, data science, etc. All Africa doesn't lean on China.
2nd World economy level development is no more in China's interest than the Swiss Americans and others who cheat Africa out of tax revenue and endager local health and environment. All detailed in the Stealing Africa vid I linked (a must view item). Underdevelopment is a plan, it's not the same as being undeveloped.

As for 'expatriates', the majority are economically low skilled. They export Western capital to their home countries (like 50% of their wages Moneygrammed back to family members in Africa). Quite a contrast to the picture 'Putin' paints and more important since the elitist are few and their MO unchanged since at least the 16th century.

Basically, we just wanna enjoy the good life unencumbered by heavy concerns. We are people like everybody else. Some serious, some silly. Some patriotic, others only concerned with #1. If you're rich and don't have a Swiss bank account you just may be a fool. If you're rich and don't seek the best healthcare facilities you just may be a fool. No one invests money except where they expect a return. Everybody buys Dubai and tours Western countries. Africans shouldn't? Why not? But being people, just like everyone else, they will!

Even Putin would know better than this. The real story of Africa today is that there are many clever Africans developing solutions to the continent's problems.
Africa was the continent worst ravaged by colonialism, having suffered the double whammy of 1000 years of Islamic depredations followed by the Europeans. And so if one focuses only on problems, Africa looms large.
Putin likely is mostly worried that Russian influence in Africa is minimal, while China is running rampant over the continent.
