I'm confused. I've never had this happen before. Everytime I try to call my friend's cellphone in Cairo I am getting this message: "your call did not go through please try again O31T"

What the heck does this mean? I've never had a problem having a call go through before.

Bad connection ( usually not for long times)
Mobile has been switched off

Sometimes I get a msg. like this when he's talking to someone else instead of a busy signal. Or even when he is charging the phone.

Or just out of range of a signal. It never lasts long.
