It's not so much of violent crime but foreigners have been targeted by groups with an agenda. Namely kidnappings, to put things in perspective the Peace Corps volunteers have been pulled out of the country. As admirable as the young European woman's intentions are, she would be putting herself at risk. The government of Mauritania is too weak at this point and are unable to maintain an acceptable level of security. If I have a daughter, I would tell her, sorry honey – but it's not safe. How about safer alternatives like Ethiopia (the northeast is desert, so she can apply a similar agriculture project).
