some healthy Europeans and Oceanians have blond hair.
But unless they are albino or malnourished Africans don't naturally have blond hair.

well what about this guy. Isn't he Africanish?

No he's not. He's from Australia which is in the Oceania region.
He's at a greater genetic distance from an African than a European

Well if Man (Africans) can have blonde hair in a deformed state (albinoism) and if someone decides to try and cultivate that deformity, they could create Man "Kind" with blonde hair. Just playing devils advocate.
