You have the answer in the article. Rape in the Congo as a tactic to destroy communities hence why you see highest occurrence in an area most affected (yes, I'm aware of the fact that even in areas hardly effected the rates are significantly higher than the US). Basically, this is mainly conflict related. Similar to the mass rape of the Bosnian war.
Not to mention the following:
"Wallstrom said the figures in the study are higher than the U.N.'s because it covers all sexual violence — including domestic and intimate partner violence — not just from military actors.
U.N. figures tend to be conservative because they must be verified by the organization itself
Normally the figures would not be that high....

The Congo is bigger than the whole of Western Europe. How do they know this in a vast area where communication is poor. The population in the Congo is some 70 million. Do we have comparative statistics for the U.S.?

Well, apparently the figures would normally be higher, but it's conflict related for the most part. Don't know what the original article is... but you'll have to look at that to see how accurate it is.

I imagine with 6 billion people on the planet and the sad moral state we appear to be in [generally], there is probably a women beng raped, a child being molested and countless people being murdered every second.
There is coming a time where in parts of the world, these type of crimes will become quite norm (as they have been in periods in the past, such as the dark ages). When that time comes, I hope to be gone.
