Hi Smiley2 The Cairotel A decent 3.5* hotel with reataurant (greenish building) no exchange facilities if basic.
The Four seasons 5*+ very plush very expensive Considerd the best in Cairo, A little outside your budget I think. This hotel has everything (almost)
The Luna and the Osiris 1* Basic hotels For Backpackers and Egyptians, I personally would'nt be seen in them, with shared facilities. have a good trip.
