He was important to Heru which he was supposed to be a living representation of Heru. In latter times this epitaph became Ra around the 4th and 5th dyansty . In pre-dyanstic times it was believed according to the Palermo Stone that two different kings reigned with two different per-aa[great house] The two lands were known respecially as Ta-Shemu[the sedge],and Ta-Mehu[the papyrus]. Later when the king from Upper Egypt untied the two lands he became known as neswy-bit[unifier of the two lands]
I hope this attempts to answer your question,because pre-dyanstic Egypt is somewhat fuzzy due to the sarcity of records that are not clear. All we have are the King's list of Abydos,Saqqura,Turin,and Karnak. Other additional resources are avaiable like Palermo Stone,Bankes obeliske,and various texts comprised on the various tombs in Egypt. Many believe that Western Egyptologist have improperly translated the Mdu ntr[hieroglypics],so much of Egyptology is much rather guess work.
