I've read articles that talk as if the project is still going forward. You have to remember, large-scale building plans like Abuja Technology Village(ATV) can be set behind by almost anything. There's small-scale "fighting" in Nigeria right? That could hurt funding or construction. It could take a long while before they're officially done.
