Has nothing to do with Hamiticism; this guy is talking of mysterious "white" people across the globe. A lot of these are/were simply albino tribes.

Probably the White tribes find all over the world were encouraged to migrate to North America, Europe and Australia.
The author talk about an Irakwa tribe from Kenya that stated they originated in the Mediterranean world. The name Irakwa remind me of the Iroquois tribe of North America. There was a Seneca ethnic group in the Iroquois federation that sound similar to the Zenaga Moorish ethnic group of Morocco. The African country of Senegal was probably name after the Zenaga tribe.The Tutsi probably migrated from Ancient Egypt to Rwanda. Many African ethnic groups migrated from Egypt, Europe, West Asia, America to Africa because of invasions and wars.

The issue shouldn't be white skin but how they acquire the complexion because they aren't wrong if they are describing people in relation to other people as white but they make seem as if European had anything to do with said population having white skin or features,case in point are the chachapoya I've heard about in one of the pbs documentary where a geneticist was suggesting they had blonde or red hair because of white admixture.
