Chief Putney said officers instructed Scott to "drop the weapon" after he got out of his car, but he failed to comply.
Brentley Vinson, a member of the force for two years — was placed on paid administrative leave, which is standard.
Hundreds of people shut down both lanes of Interstate 85 early Wednesday as police used tear gas to disperse the crowd. The chief said a tractor-trailer was broken into and its contents were set on fire. One person was arrested.
On the night of Thursday, September 22, Charlotte Mayor Jennifer Roberts imposed a citywide curfew of midnight to 6 a.m. On the night of September 22-23, in contrast to the previous two nights, protests were mainly peaceful and orderly, with the exception of an event around 10:30 p.m. in which marchers briefly blocked John Belk Freeway (i.e., I-277), prompting a confrontation with police in which they were ultimately dispersed.[32][33] Several hundred State Highway Patrol officers and National Guardsmen patrolled the city, protecting property.[32][33]
By the morning of Friday, September 23, regular business activity largely resumed in Charlotte.[32] Mayor Roberts announced that the curfew would again be in effect that night meaning the streets had to be empty from midnight to 6 AM.[32][34]
Night of September 23–24[edit] There were solidarity protests in Atlanta, Georgia, and at East Carolina University in Greenville, North Carolina

Police arrest man in Charlotte protester Justin Carr’s death
Police officers arrested Rayquan Borum early Friday in the shooting death of Justin Carr during unrest in Charlotte late Wednesday.
Borum, 21, was apprehended around 7 a.m. and charged with murder.
“Our crime scene investigators and our homicide detectives were able to use a lot of footage. A real time crime center was able to supply footage from cameras that helped us solve that case,” Police Chief Kerr Putney said.
Borum has previously been convicted for larceny and breaking and entering, and he faces two pending weapons charges, The Charlotte Observer reports. Carr, 26, died Thursday from the gunshot wounds he sustained during the second night of violent protests that erupted in Charlotte. Demonstrators initially took to the streets Tuesday after police fatally shot Keith Lamont Scott, 43, a black man whom officers claimed was armed.
Borum’s arrest came after a mostly peaceful night of protest Thursday during week fraught with violence. Police officers and National Guard members were injured, stores were looted and windows were broken Tuesday and Wednesday night, and police used tear gas against protesters.
A curfew, which was in effect but not enforced Thursday, will continue into Friday night.

However if you look at the beginning of the video we see the white officer in the red shirt but another cop comes in and then disappears in the bushes. That may be Brentley Vinson. Whoever it is they were there but on the far side of the truck where you can't see them. So if you are a witness you might not have seen the whole incident
right after, Vinson in back
