And I guess you think that "sway" is just a magical force of nature and not the fact that the dominant republican narrative never defends blacks on issues important to them, gaslights, and has no real agenda? Yes the Democrats don't have much of an agenda either, but their "sway" is that they are more likely to acknowledge establishment meddling in black affairs. They won't do anything about it, but they're less likely to gaslight.

You're not listening. Blacks know the democrats aren't going to give them equality. We can see how much other groups have gained under democrats to notice that. But what is the Republican agenda and will it be any better or will it make it worse than it already is? Cuts to social programs where poverty is very concentrated is NOT going to make the people in those situations like the party. Adding more police with little articulated plans from the party to make the citizens feel safe with the police forces isn't there. For the most part the party has said that police brutality isn't a real issue and that this is a black problem, not a police problem. And voila! Blacks don't feel safe with Republican policy. They've had opportunities to be more attractive to black people, but have failed to do so because they prioritized other groups. And since we're talking about Republicans one of the greatest blunders to befall a black city in recent history was Flint, which Snyder took control of from the local government and left thousands with lead poisoning. Problems with Flint are still ongoing. I think the best blacks can hope for is siding with individual law makers that come along and have a real agenda for black folks. It's not as simple as thinking a particular party will save you.

The Democratic party has been the major oppressor of blacks in U.S. history. The 3/5 clause, Dred Scott, Jim Crow, the KKK, lynching, LBJ cynical Great Society scam, the post-1965 diluting of the "minority rights" of blacks by opening the doors to migrants from Asia and Mexico who jumped on the "minority ticket" to advance themselves at the expense of blacks. Indian Asians now have cornered the motel and gas station markets in many cities in the U.S. There is no academic test that East Asians don't ace--prompting universities like Harvard to invoke a "numerus clausus". Education and "hitting the books" is the way out for many. Nigerian migrants to the U.S. have proven that point.
A plausible solution is for blacks to exercise more AGENCY and not depend solely on the 2 dominant political parties for ECONOMIC advancement. If 1% of blacks--400,000 set up funds at $100 per month then in 1 year substantial funds can be raised to establish cooperative banks, insurance companies, real estate companies, etc.
Political parties respond mainly to those who give the money. So blacks could enter the Republican party with money and bend it to their will. Money talks and BS chatter and complaints walk. Something is wrong when millions of people give their votes to a single party to the tune of 95% and little is forthcoming.

They choose to demonize black people with Nixon's war on drugs, Bush's Wilie Horton, Lee Atwater's guide to dog whistle racism, Reagan's welfare qweeenz/black panther open carry boogiemen, Trump campaigning on the expansion of Stop and Frisk and the overall southern strategy. The Republican party could easily own up to that and offer reparations since it was they who offered it first, along with reconstruction and reneged.
