Looks like someone else is trying to sell an unregistered apartment. Isn't that illegal?

If it is fully registered and lawful to sell, why is it that the buyer must pay a remaining amount to the government of L.E. 75.000 (L.E. 7.500 every three months? Surely that is the responsibility of the original owner, not a buyer.
