Yes it is disturbing. I really find this part amusing:

64. It is haraam to relieve oneself at the following four places:

In blind alleys, without the permission of the people who live there.
On the property (land) of a person who has not granted permission for the purpose.


I think they should add a fifth place to this category - standing in front of your car on the side of the road.

Based on the context of the material I am assuming it means "cleaning yourself after using the toilet".
