He first made a claim, then dismissed it as a joke, about electrifying the U.S.-Mexican border fences, furnished with signs informing would-be immigrants that they would be killed if they attempted to climb the fense.

Why is the establishment, noticeably including Republicans, criticizing him for it?

The Republicans for one, have been the most vicious and venomous slanderers of "illegal" immigrants, blaming all government-created social problems on these immigrants.

And in fact, many parts of U.S.-Mexican border have been dramatically militarized, including the use of drones, with many killed in the area. It is rather odd that Cain is singled out for his insensitive words.
