It means a grid covering the entire nation and most of the population. So by ANY definition there is no "national grid" in Zambia or most of Africa for that matter. MOST AFRICANS do not have access to electricity because there is no true national grid. The only grid that exists is to supply power to the major industries, primarily mines and farms, which are primarily NOT owned by blacks. LOL!
