Even [i]he[/i], in his rather free modernization, doesn't mention woolly hair. He only says "they don't have long hair, nor beards, nor hair in any part, because they pluck it." The Italian manuscript used by Carlo Amoretti is not lost, it is in the Ambrosiana Library in Milan, and multiple transcriptions have been published, including the one linked above. What is lost is the hypothetical original written by Pigafetta which the surviving manuscripts derive from. Amoretti never saw this original, rather he found the Ambrosiana version, which still exists. Completeness is with respect to the surviving manuscript tradition, as obviously you can't compare them to a lost original from 500 years ago.
