Al Rehab is a lovely area to live in but not very busy, Its quite quite and does not have alot there. People move there because they want to get away from teh hustle and bussle of downtown life. What are you planning to do in Cairo? Work or stay at home. This will depend what sort of life you will have. Also are you moving as a single person or actually moving to be with someone? I'm not beimng nosey, but depending on your situation the answer will be different. You can have a great social life in cairo, but it depnds how you are arriving here.

El Rehab is supposed to be a really nice area to live in.
I know a few young people there (both egyptian & foreign) and they love it.
hope you have a nice time there

you will have a greta time then. As you will still be studying you will make lots of friends.
As for places near rehab where you can study, there are alot of places in the heliopolis area. Will you be going to university there are just any old college to study any old thing? You will easy find lots of opportunity when you arrive.
Good Luck
