For those who want to know, I just asked that Customs place in Ramses how much they charge on goods coming into Egypt, and they said 60% of the value of the stuff. If there isn't a price tag or receipt, they just decide for themselves how much it is worth

is this for goods physically brought into egypt via the airport, or what the post office charges if, say, I were to mail a gift to cairo?

That's what they charge if you mail something to Egypt or if someone in Egypt orders something from abroad. I don't think they charge you for books, magazines and similar stuff though.
