I think it was the phone company for your particular phone.
If you are on vodafone, check out your phone, you may have the option to block a number.
Unfortunately, on Etisalat you can only block ALL incoming or none, not be selective.
I don't know what mobinil service can do.

If it does cost, I've never noticed (and I was a scratch card user until literally last week). I imagine the perpetrator does eventually tire of ringing and never being answered (which you could do anyway, but it's easier if you simply never see the call!)
