In that "lithic" underlies stone tooling techniques of the given culture in association with the observed changes in socio-economic progression, clearly three phases of lithic tooling or techniques are observed here, and hence, the resort to the term "Meso-lithic". However, as the author acknowledges, the socio-economic orientation of this culture speaks more of a Neolithic character.
