He's saying that Egypt is closer to Rome than Ethiopia is. Much of its latitude being in between or at medium points in regards to Rome and Ethiopia and thus moderate. I see no racist intent in the line on Ethiopians because I don't see being dark and the ability to make dark offspring on lighter peoples as insulting.
