Neither these type of tourists nor the Egyptian Government cares. What would it cost to put some signs up "No topless bathing", to have a "dresscode police" going around and remind these girls to put back on their tops. Seriously, Egypt doesn't need this business from these kind of people but it will preserve its values and traditions.
