The best way to think of primitive is ape-like in my opinion. Large brow ridges are ape-like, sloping foreheads are ape-like, lots of body hair is ape-like and so on. Africans fit none of these and in most cases Europeans possess more of these features than Africans. Aborigines features are considered primitive compared to an African because they are hairier with larger brow ridges and somewhat sloping foreheads, which are traits that remind people of apes.
