I have heard you many times say that people who migrated further from the equator depigmented to a certain degree because of lower levels of sunlight UV there.

The original Lakota/Dakota homelands were in what is now Wisconsin, Minnesota, and North and South Dakota. The Sioux traveled freely, however, and there was also significant Sioux presence in the modern states of Iowa, Nebraska, Montana, and northern Illinois, and in south-central Canada. Today, most Sioux people live in the Dakotas, Minnesota, Nebraska, and Saskatchewan.

these areas are not coastal, not near the sea which would be more abundant in fish,

Migrating from Asia, they reached the Americas before the gene for lightskin amongst northeast Asians became widespread, therefore the allele is not present amongst these people you question at high frequencies as that of those who stayed in Asia.

In Europe the alleles associated with lightersin are widespread throughout the people in France and Yugoslavia.

Like the X-Files, they have a compelling need in wanting to believe the most absurd.
