Yes and yes. The answers are obvious. Anyone who has a child outside their race is promoting genocide as it destroys both races and genepools. Neanderthals were stronger and had much better eyesight than OOA AMH. These are advantageous traits. The disadvantageous alleles associated with lower intelligence were bred out.
Ironically, there is a correlation between Neanderthal admixture and higher IQ.
A high IQ country like Sweden has much more Neanderthal admixture than a low IQ country like Nigeria.
